Public Procurement Commission Hosts 3-Day Training Program for Public Sector Procurement Officers

Georgetown, Guyana – The Public Procurement Commission (PPC) (‘the commission’) successfully hosted a three-day training program in collaboration with the Ministry of Public Service (MOPS) from November 19 to 21, 2024. This initiative brought together 28 public officers from 14 public procuring entities, including government ministries, administrative bodies, and agencies.
Participating entities included the Ministry of Local Government, Deeds and Commercial Registry, Ministry of Parliamentary Affairs and Governance, Ministry of Education, Guyana Civil Aviation Authority, Guyana Revenue Authority, Guyana Lands and Surveys Commission, Office of the Prime Minister, Ministry of Health, Ministry of Tourism, Industry and Commerce, Bureau of Statistics, Ministry of Natural Resources, Guyana Post Office Corporation, and the Protected Areas Commission.
This program highlights the national significance of improving public procurement practices to enhance the efficiency and integrity of procurement operations across government agencies. The training equipped participants with the skills and knowledge necessary to strengthen institutional capacity and promote accountability and transparency in the public procurement process.
The PPC, in line with its constitutional and statutory mandate, is committed to upholding the highest standards of procurement practices. This training program, specifically tailored for public officers responsible for procurement procedures, aims to ensure that participants are well-prepared to meet these standards.
Facilitated by a distinguished team from the PPC—including Ms. Esther Osborne (Attorney-at-Law), Mr. Antonio Yhan (Training Officer), Mr. Savion Paddy (Civil Engineer), and Mr. Davindra Singh (Procurement Specialist)—the training covered a comprehensive curriculum below:

This initiative reflects the PPC’s ongoing commitment to fulfilling its constitutional mandate as outlined in Article 212AA (1)(b) of the Constitution of the Co-operative Republic of Guyana. The Commission actively promotes awareness of procurement rules, procedures, and special requirements among suppliers, contractors, and public bodies. Moreover, Section 17(2)(c) of the Procurement Act, Cap. 73:05, empowers the PPC to organize training seminars to enhance public procurement knowledge. The PPC remains steadfast in its mission to promote transparency, accountability, and efficiency in the procurement of goods, services, and works across the public sector. Through these training programs, the Commission aims to strengthen procurement practices and contribute to the sustainable development of Guyana.
