Public Procurement Commission Hands Over 2023–2024 and 2024–2025 Annual Reports to the Speaker of the National Assembly

The Public Procurement Commission (PPC) is pleased to announce the official handover of its Annual Reports for the years 2023–2024 and 2024–2025 to the Speaker of the National Assembly, Hon. Manzoor Nadir, on July 2, 2025.

The handover included Ms. Pauline Chase, Chairman of the Public Procurement Commission, who was accompanied by Deputy Chairman, Mr. Berkley Wickham and Chief Executive Officer, Mr. Michael Singh. Representing the Parliament were the Hon. Manzoor Nadir, Speaker; Clerk of the National Assembly, Mr. Sherlock Isaacs and Assistant Clerk of the National Assembly, Ms. Deslyn West.

This event marks a significant milestone as the Reports cover the Commission’s second and third years of operation, fulfilling its constitutional mandate under Article 212CC of the Constitution of Guyana.

Speaking at the handing over, Chairman Pauline Chase, when invited to share her remarks, stated that she was pleased to acknowledge all the time and effort that went into preparing the Reports. She explained that Article 212CC of the Constitution requires the Commission to present Annual Reports to the National Assembly on the activities of each year of operation. She noted that while the Commission previously submitted an overall Report covering 2022 to 2023, the first such submission, it is now proud to present Reports for 2023–2024 and 2024–2025, making it the first Commission to submit Reports for each year of its operation. She emphasized that this achievement fulfills the Commission’s mandate and responsibility to the National Assembly and, by extension, to the people of Guyana, and expressed how proud and pleased they are to do so.

Ms. Chase also acknowledged some of the challenges faced in preparing the Reports, adding, “They are quite voluminous because of the extensive work involved. It takes a lot of time to compile them especially since we have a relatively small staff,[they] must take time away from their day-to-day duties to document their work in detail, so time is always a challenge. That’s why we presented two Reports together. Despite this, we remain committed to meeting our obligations.”

Speaker of the National Assembly, Hon. Manzoor Nadir, commended the Chairman and the Commission for fulfilling their constitutional duty and for producing Reports that comprehensively cover the years of the Commission’s operations. He noted that, despite other pressing commitments, he made a special effort to be present to accept the Reports to ensure the handover was completed before the dissolution of Parliament. The Speaker also extended his congratulations to the Chairman, the Commissioners, and the entire staff for fulfilling their responsibility and achieving this significant milestone.

He noted the move towards digitalization, highlighting that the latest Reports featured a cover with a QR code and encouraging agencies and ministries to submit their reports electronically. He stressed that while two hard copies are still required for record-keeping, the official signed electronic versions are acceptable. The Speaker emphasized that digitalization not only supports paperless but also enables easier storage and retrieval of documents, praising the efficiency of a digital filing system and urging other agency to follow suit.

Article 212CC requires the Reports to be tabled in the National Assembly within thirty days of submission if the National Assembly is sitting, and if not, at the first meeting thereafter.
