Public Procurement Commission Holds 3-Day Training Program for Public Officers

The Public Procurement Commission (PPC) (‘the commission’) successfully conducted a three-day training program from October 28 to 30, 2024, in collaboration with the Ministry of Public Service (MOPS).

This initiative brought together 29 public officers representing 18 public procuring entities. The participating entities encompass a broad range of essential institutions in Guyana, including various government ministries, administrative bodies, and agencies. The participating entities included the Ministry of Health, Guyana Post Office, Ministry of Housing, Cheddi Jagan International Airport, Deeds and Commercial Registry, Regional Democratic Council, Office of the President, Mayor and City Council, Guyana Civil Aviation Authority, National Parks Commission, Guyana Revenue Authority, Guyana Elections Commission, Ministry of Education, Ministry of Home Affairs, Guyana School of Agriculture, Ministry of Natural Resources, National Data Management Authority, and Local Government Commission.

This initiative highlights the national importance of enhancing public procurement practices, aimed at bolstering the efficiency and integrity of procurement operations across government agencies.

The training, tailored specifically for public officers executing procurement procedures, provided participants with essential skills and knowledge to effectively navigate and improve procurement processes, thereby enhancing institutional capacity and promoting accountability and transparency. The PPC, in accordance with its constitutional and statutory duty is committed to ensuring that participants are well-prepared to uphold the highest standards of procurement practices.

Facilitated by a distinguished team from the PPC—including Ms. Esther Osborne (Attorney-at-Law), Mr. Antonio Yhan (Training Officer), Mr. Savion Paddy (Civil Engineer), and Mr. Davindra Singh (Procurement Specialist)—the training covered a comprehensive curriculum below:

**Georgetown, Guyana – September 13, 2024** – The Public Procurement Commission held a two-day training programme on September 12-13, 2024, which brought together 45 police officers. Members of the Guyana Police Force (GPF) included representatives from Finance, Administration, Procurement, Marine, Office Mess, Criminal Investigation, and officers from all ten administrative regions of Guyana. This initiative emphasizes the national importance of enhancing public procurement practices and aims to bolster the efficiency and integrity of procurement operations.

The Procurement Training Programme was held at the Officer’s Training Centre, Eve Leary, with Superintendent Bharat Persaud of the Guyana Police Force and Mr. Dwight Dodson, Head of Operations at the Public Procurement Commission (PPC), presiding over the opening of the training. Also in attendance were Assistant Commissioner Khali Pareshram, Head of the Guyana Police Force’s Strategic Planning Unit; Senior Superintendent Himnauth Sawh, Head of the Transport Workshop; and other personnel from the PPC.

During the opening remarks, Superintendent Persaud highlighted that the training programme is designed for members of the Guyana Police Force stationed across various Regional Divisions with responsibility for procurement while Mr. Dwight Dodson highlighted the importance of getting acquainted with the procurement process and related laws in order to improve the system and build capacity simultaneously.

The training was tailored to equip participants with the skills and knowledge essential for navigating and improving procurement processes, while ensuring that they are better prepared to execute their duties effectively. This initiative not only enhances institutional capacity but also contributes to fostering accountability and transparency across government agencies, especially the Guyana Police Force.

This training is a crucial component of the commission’s ongoing public awareness campaign, designed to enhance the understanding and application of the rules and procedures that govern the public procurement system among key agencies.

The event saw the participation of 26 representatives from 16 public procuring entities, including the Ministry of Culture, Youth and Sport; Ministry of Natural Resources; Ministry of Local Government; Ministry of Human Services and Social Security; National Agricultural Research Institute; Ministry of Education; National Trust; Ministry of Labour; Guyana School of Agriculture; Ministry of Health; Deeds and Commercial Registry; Office of the President; National Data Management Authority (NDMA); Regional Democratic Council 10; Ministry Of Legal Affairs; Environmental Protection Agency (EPA); Guyana Prison Service and the Protected Areas Commission.

Led by a team of experienced professionals from the PPC—Mr. Dwight Dodson (Head of Operations), Ms. Esther Osborne (Attorney-at-Law), Mr. Antonio Yhan (Training Officer), Mr. Prakash Sookdeo (Procurement Specialist), Mr. Savion Paddy (Civil Engineer), and Mr. Davindra Singh (Procurement Specialist)—the sessions provided an in-depth exploration of various topics central to the public procurement system. The Public Procurement Commission (PPC) (‘the commission) has successfully conducted a two-day training session for procuring entities, held at the Office of the Prime Minister’s CDC Training Room from August 19th to 20th, 2024. This training is part of the Commission’s ongoing public awareness campaign aimed at familiarizing key agencies with the rules and procedures governing the public procurement system.

A total of 33 participants from 17 public procuring entities, including the Guyana Energy Agency, Office of the Prime Minister, National Data Management Authority, Lethem Power Company Inc., Guyana Post Office Corporation, Mahdia Power and Light Company Inc., Kwakwani Utilities Inc., Port Kaituma Power & Light Company Inc., Linden Electricity Company Inc., Hinterland Electrification Company Inc., Civil Defence Commission, National Communication Network, Guyana National Printery, Guyana Power and Light, and the Guyana Defence Force, attended these sessions.

Public Procurement Commission Continues Nationwide Training to Improve Procurement Practices within Ministries and Regional Democratic Councils

Georgetown, Guyana – 24th July 2023– The Public Procurement Commission (PPC) has successfully hosted a series of procurement training sessions across all ten administrative regions of Guyana. These sessions were part of the Commission’s ongoing public awareness campaign, aimed at familiarizing Ministries, Regional Democratic Councils, and other key agencies with the rules and procedures governing the public procurement system.

Over the past month, agencies such as the Guyana Energy Agency (GEA), Regional Democratic Council 1 (Barima – Waini), Regional Democratic Council 9 (Upper Takutu-Upper Essequibo), the Ministry of Human Services and Social Security, and the Ministry of Public Service (MOPS) have been engaged. The training attracted numerous senior officials and specialists from various Ministries and regional offices, including Regional Executive Officers, Regional Tender Board Members, Evaluators, Engineers, Town Council representatives, personnel form the finance departments, Directors, Principal Assistant Secretaries – General, Senior Personnel Officers, Assistant Chief Probation and Social Services Officers, Project Officers, Heads of DCU, Procurement Specialists, and staff from Health, Public Works, Agriculture, Education, and administrative programmes within the regions, among many others.

In total, 85 participants from across the country attended these sessions, which were led by Mr. Dwight Dodson, Head of Operations at the PPC, an Attorney-at-Law, Procurement Specialist, and the Training Officer of the Commission. The sessions covered a comprehensive range of topics relevant to public procurement system, including:

  1. The PPC’s role and responsibilities (mission, vision, core values, and functions).
  2. The Legislative Framework, Administrative Review, and Debarment Process.
  3. The Public Procurement Process.
  4. Procurement Plan Preparation.
  5. Thresholds and Tender Openings.
  6. The Evaluation Process.

The recent training sessions have equipped participants with essential skills and knowledge, enabling them to navigate the procurement process effectively and adhere to best practices. This initiative aligns with our commitment to improving public procurement and ensuring that all regions have the resources and expertise needed to manage procurement activities proficiently.

During the training sessions, the commission clarified a wide range of procurement topics, questions and concerns, including compliance, bid document preparation, administrative review of contracts, evaluation processes, investigation procedures, and publications. The discussions prompted participants to seek additional information and further training to enhance their professional skills and improve their work in procurement.

In each training, participants provided several recommendations, highlighting areas of improvement and challenges they face in procurement management within their locality which the commission will take under consideration in the exercise of its constitutional functions.

The positive response from each training emphasizes the impact of these sessions, reinforcing the need for continued engagement with participants to gather feedback and identify opportunities to improve the current system. These training initiatives are crucial for enhancing procurement practices across the country. Our goal is to provide the necessary tools and knowledge to promote efficiency, and accountability within the public procurement process, ultimately contributing to Guyana’s sustainable development.
