Building Expertise and Integrity: The Secretariat of The Public Procurement Commission Strengthening Public Procurement Skills in Region Five

The Secretariat of The Public Procurement Commission continues to advance its national initiative to promote transparency, accountability, and efficiency within Guyana’s public procurement system, with the successful hosting of a one-day training workshop on October 23, 2025, at the Regional Democratic Council (RDC) Boardroom, Fort Wellington, Mahaica-Berbice (Region Five).
In his opening remarks, Deputy Regional Executive Officer (REO) Mr. Sherwyn Wellington praised the Secretariat for bringing the training to the region and emphasized the importance of continuous learning to strengthen staff capacity and promote transparency in public procurement. He encouraged participants to make the most of the session to deepen their understanding of procurement rules, ethics, and best practices.
The workshop forms part of The Secretariat of The Public Procurement Commission ongoing series of regional engagements aimed at improving institutional capacity, fostering integrity, and ensuring compliance with procurement regulations, while monitoring public procurement processes to ensure that the acquisition of goods, services, and the execution of works are carried out in a fair, equitable, transparent, competitive, and cost-effective manner in accordance with the law.
A total of 27 participants attended the session, representing the Regional Administration, Neighbourhood Democratic Councils (NDCs), Town Councils, and key departments such as Health, Public Works, Education, Police, and Agriculture. The group included Regional Tender Board Members, Procurement and Administrative Officers, Evaluators, and other technical personnel involved in the procurement process.
The Secretariat’s training team, led by Chief Executive Officer Mr. Michael Singh, included Ms. Bibi Shabena Ali (Head of Legal) and Mr. Antonio Yhan (Training Officer). The facilitators delivered practical guidance and insights on core areas such as:
- Legislative Framework and Overview of the PPC
- Procurement Planning
- Procurement Methods
- Tender Openings, Evaluation and Award
- Administrative Review Procedures
- Essential component of Contract- Legal Elements in Managing Contracts.
- Managing Contracts – Best Practices and Strategy
- Project Execution – Monitoring and Reporting
- Debarment
The interactive session created a valuable space for participants to openly discuss common challenges faced in the procurement process, such as delays, compliance issues, and documentation requirements. It also allowed them to exchange local experiences, share practical solutions, and learn from each other’s approaches to strengthen the overall implementation of procurement practices within their respective departments and communities.
According to Mr. Michael Singh, The Secretariat of The Public Procurement Commission remains deeply committed to empowering regional administrations through continuous training initiatives that not only build knowledge and enhance professional capacity but also strengthen the transparency, efficiency, and accountability of procurement systems across Guyana.
Secretariat of The Public Procurement Commission operates under the constitutional mandate outlined in Article 212AA (1)(b) of the Constitution of the Co-operative Republic of Guyana, which charges the Public Procurement Commission (PPC) with promoting awareness of procurement rules, procedures, and special requirements. Additionally, Section 17(2)(c) of the Procurement Act, Cap. 75:03 authorizes the Commission to organize training and seminars on procurement-related matters.
